Extractive Industries Transparency Initiative - EiTi

The Extractive Industries Transparency Initiative (EITI) is the global standard to promote open and accountable management of oil, gas, and mineral resources. The EITI was launched at the World Summit on Sustainable Development by the former Prime Minister of the UK, Tony Blair in Johannesburg, South Africa in September, 2002. The EITI was a response to a global call for transparency in the management and use of extractive revenues. It is intended to address issues of underdevelopment, conflict, and deprivation in natural resource-dependent countries. This is expected to be achieved through transparency and accountability in the generation and use of extractive revenues. Ghana joined the EITI in 2003 and has since been producing Mining and Oil & Gas Reports.

The Office of the Administrator of Stool Lands is the entity responsible for reporting on Subnational Transfers. This includes the disbursement of Ground Rent on Mining Concessions and Mineral Royalties received from the Minerals Development Fund (MDF) under the Minerals Development Fund Act, 2016 (Act 912) and disbursed in accordance with the constitutional formula stipulated in Article 267(6) of the 1992 Constitution as follows:

• 10 percent of the revenue is retained by OASL to cover administrative expenses.
The remaining revenue is then disbursed in the following proportions:
• 25 percent to the stool through the traditional authority. This is for the maintenance of the stool in keeping with its status.
• 20 percent to the traditional authority; and
• 55 percent to the District Assembly, within the area of authority of which the stool lands are situated.
The figures are then published in line with the EITI requirement for Systematic Disclosure, also referred to as Mainstreaming, per the 2019 EITI Standard.

The Office of the Administrator of Stool Lands Act, 1994 (Act 481) was passed to actualize the establishment of the Office.  Subsequently, in 1996 the first Administrator of Stool Lands was appointed and the Office began operations.
