
Regional Stool Lands Officer
Surv. Tom Wilberforce Archer is a Valuation and Estate Surveyor and an expert in Land Administration and Management. His work as a Land Administrator started in November, 2007 when he was employed as an Assistant Stool Lands Officer and posted to Cape Coast, Central Region to be in charge of Operations. He was responsible for monitoring and supervising operational activities of seven district offices, sensitization of stakeholders on stool lands issues as well as supervising compilation and maintenance of data for enhanced revenue generation.
In 2016, he was posted to the then Brong Ahafo Region where he later became the head of Operations charged with responsibilities of improving revenue collection by setting targets and supervising revenue performance of staff, resolving operational challenges hampering revenue collections in 19 operational districts, facilitating key stakeholder sensitization activities, supporting traditional leaders to establish Customary land Secretariats and providing technical assistance as well as undertaking staff performance appraisal and organizing staff training programmes. He has risen through the ranks from an Assistant Stool Lands Officer to become a Deputy Chief Stool Lands Officer and currently the Western North Regional Stool lands Officer of the office of the Administrator of Stool Lands since October, 2023.
He is a Chartered Valuer, having been licensed by the Ghana Institution of Surveyors in 2011 to practice the profession of Surveying. He has privately undertaken many valuation jobs.
Mr. Tom Wilberforce Archer holds a Bachelor degree in Land Economy from KNUST, Kumasi and Masters of Science in Geo-information Science and Earth Observation for Lands Administration from the Faculty of Geo-information Science and Earth Observation of the University of Twente, Netherlands.
